Luanda has a long-standing reputation as one of the most expensive cities in the world for expatriates, and mobile data fits the pattern. If you're travelling for work, your employer may already have local arrangements worth asking about.
Unitel coverage

Angola is large and much of the interior is thinly populated. Coverage away from the cities and the coastal corridor drops off quickly.
Getting about
Angola sees very few leisure visitors — most arrivals are working in oil, construction or diplomacy. Visa requirements have eased in recent years but independent tourism infrastructure remains limited.
