Gorée Island sits a twenty-minute ferry ride off Dakar and holds signal for the whole crossing — the island is close enough to the city that coverage is continuous.
Dakar itself is covered thoroughly. The Lac Rose and the Lompoul dunes north of the city are patchier, and the drive out to either is easier with maps downloaded in advance.

Yes, throughout. The island is only twenty minutes off Dakar and well within the city's coverage.
