The Isle of Man is a Crown Dependency, not part of the United Kingdom. UK mobile networks treat it inconsistently — some include it in domestic allowances, others charge roaming rates, and the position has changed over the years.

The TT course, and coverage around it
The Snaefell Mountain Course is 60km of public road, and during TT and Manx Grand Prix fortnight the island's population swells substantially. Coverage around Douglas, Ramsey, Peel and the main course roads is good.
The mountain section over Snaefell is more exposed and patchier, and network congestion during race days is real given how many people gather at the same vantage points. Download timings and road closure information in advance — the roads close for racing and getting caught the wrong side of a closure is a long wait.
How much data
1 GB at £1.99 covers a long weekend. A TT fortnight with heavy video and photo uploads wants 5 GB at £6.99.
The island is compact and Wi-Fi is widespread in Douglas, so most visitors use less than they plan for.

Doesn't my UK plan cover the Isle of Man?+
