Riga, and getting out of it
Roughly a third of Latvia's population lives in Riga, and the old town is small enough to cross in twenty minutes. The art nouveau district north of it rewards wandering with maps open, since the best facades are on streets you wouldn't otherwise turn down.
Jūrmala is a half-hour train ride and well covered. The Gauja valley, with its castles and the bobsleigh track at Sigulda, is the standard day trip and holds signal throughout.
How much data
A weekend in Riga is comfortable on 1 GB at £1.00. A week including Jūrmala and the Gauja valley wants 3 GB. A Baltic road trip taking in all three countries is better served by the Europe plan, which covers the lot on one eSIM.

You could buy Latvia, Lithuania and Estonia separately, but the Europe plan covers all three on one eSIM and usually works out cheaper and simpler for a multi-country Baltic trip.
Is coverage good outside Riga?+
Yes. Jūrmala, Sigulda, Cēsis and the Gauja national park are all well covered, as is the coast road. Latvia's rural coverage is better than its low population density would suggest.
