Comino's Blue Lagoon has coverage, which is useful given how many operators run boats there and how loosely the return times are sometimes interpreted.
The caves and the more remote coastal spots, including the Inland Sea at Dwejra and parts of the Blue Grotto, can drop out under the cliffs. Nothing that affects a normal day out, but don't count on a live connection while you're inside a sea cave.
How much data
A long weekend in Valletta runs fine on 1 GB at £1.00. A week including Gozo and the boat trips wants 3 GB. Malta is small and Wi-Fi is widespread, so most visitors use less than they plan for.
